The DCCI is staffed by professionals and academics from a wide range of backgrounds: international law, diplomacy, security, criminal investigation, asylum, IT, etc.

 

They all share the same conviction that international law must be implemented in order to protect human life and dignity, and when this is not possible, to organize the legal repression of those responsible for perpetrating crimes. Given the stakes involved, the identities of members and sources are, in principle, kept confidential.

 

Each member is employed in his or her area of expertise to research, centralize and analyze intelligence on war crimes, crimes against humanity and genocide committed around the world. 

 

 

THE FLAGSHIP PROGRAMS OF THE DOCUMENTATION :


The DCCI leads five key initiatives to document international crimes, ensuring that judicially exploitable intelligence is accessible to national judicial authorities and competent international organizations (International Criminal Court, etc).


1. THE JUSTICE ATLAS

 

Objective : To develop an interactive mapping tool that geolocates international crimes (war crimes, crimes against humanity, and genocide) and presents the contexts in which they are committed. The constitutive elements are presented in a way that is easily usable for judicial purposes: concise yet comprehensive, neutral, and factual. This intelligence is intended for legal professionals (judges, criminal investigators, lawyers), journalists, and human rights organizations.

Key elements :
- Implementation of a mapping system that records crimes.
- Feeding of a centralized database with the OSINT and HUMINT available, including testimonies and information gathered from DCCI’s on-site source networks.
- Development of reliable, secure digital tools for documentation analysis.


2. PARTNERSHIP WITH JUDICIAL AUTHORITIES AND SPECIALIZED INTERNATIONAL INSTITUTIONS 

 

Objective : To cooperate with international criminal justice professionals, in order to improve the circulation of information relevant to penal prosecution.

Key elements :
- Organize the circulation of information while respecting investigation confidentiality, and coordinate partners networks.
- File complaints when facts are discovered or suspects identified, and provide the necessary documentation to support legal proceedings, for the benefit of magistrates and investigative authorities.

- If the DCCI finds that an alleged perpetrator is located in a foreign State that is likely to implement international criminal law, report the case to local judicial authorities or transmit the information to local NGOs so they may file complaints in their own countries.


3. TRAINING JOURNALISTS IN CRIMINAL DOCUMENTATION

 

Objective : To strengthen the capacity of journalists to effectively document violations of international law, taking into account relevant parameters from a judicial standpoint.

Key elements :
- Develop specialized training to document exactions in a context of armed conflict.
- Workshops on investigative techniques and collecting testimonies from victims of violence.
- Creation of training materials tailored to journalists covering war crimes.


4. SUPPORT FOR VICTIMS WHO ARE REFUGEES IN FRANCE

 

Objective : To provide victims of war and persecution who are refugees in France with the opportunity to speak in a safe environment. This includes support from a psychologist, legal advice, and data collection to feed into the DCCI databases. This highlights the voices of victims and allows their testimonies to be used to strengthen the intelligence needed to organize the criminal prosecution of perpetrators.

Key elements :
- Establish support systems for victims who are refugees in France, by offering psychological follow-up and relevant legal advice.
- Psychological assistance with professionals to help victims verbalize and overcome trauma. Afterwards, their testimonies are then collected to feed into the organization’s databases, including the Atlas of justice.
- Partnerships with organizations specializing in victim protection and facilitating access to their rights.


5. PROMOTING ARTISTIC EXPRESSION TO EXPOSE AND DENOUNCE CRIMES

 

Objective : To give visibility to victims and exactions through artistic expression, in order to promote international criminal justice and encourage the submission of testimonies to the DCCI.

Key elements :
- To promote artistic projects by artists from countries affected by armed conflict, thereby exerting influence in favor of the enforcement of international public law.
- Collaboration with artists, cultural institutions and human rights organizations to develop and exhibit works related to this theme.
- Public exhibitions and digital initiatives to support the duty of remembrance.
